I. POLICY PURPOSE

 

The purpose of this policy is to ensure that an appropriate job retention plan is developed for an injured worker (IW) in a consistent, timely and efficient manner.

 

II. APPLICABILITY

 

This policy applies to the:

·         BWC disability management coordinators (DMC);

·         Managed care organization (MCO) staff involved in the coordination and management of the vocational rehabilitation program; and

·         Vocational rehabilitation case managers (VRCM) assigned by the MCO.

IV. POLICY

 

It is the policy of BWC that a job retention plan will be developed and implemented when an IW is approved to participate in job retention services needed to maintain employment.

 

V. PROCEDURE

 

A.    Job Retention Plan Development

1.    Prior to development of the job retention plan, the VRCM must have completed the contacts as required for job retention services pursuant to the Initial Assessment and Assessment Plan policy and procedure.

2.    The VRCM shall:

a.    Prepare and submit the written job retention plan, utilizing the Vocational Rehabilitation Job Retention Plan (RH-47) form, as soon as possible but no later than 28 calendar days after being assigned the case; and

b.    Staff the job retention plan with the MCO if required by the Vocational Rehabilitation Plan Review and Decision policy and procedure.

3.    When preparing the RH-47, the VRCM shall:

a.    Ensure all sections of the RH-47 are complete;

b.    Identify the issues to be addressed;

c.     Detail and justify planned services;

d.    Complete the service grid; and

e.    Complete plan of service approvals, which include:

i.      The hard copy signature of the VRCM that prepared the RH-47 and the date; and

ii.     Verification of verbal approval by the IW.

a)    The VRCM shall obtain an updated verbal approval from the IW anytime there is a substantive change to the RH-47 (e.g., job goal changes, adding or removing a service).

b)    The VRCM is not required to receive an updated verbal approval from the IW if the RH-47 is being corrected for clerical errors (e.g., date corrections.

4.    The MCO shall review the RH-47 in accordance with the Vocational Rehabilitation Plan Review and Decision policy and procedure.

5.    The VRCM shall obtain and submit to the MCO the IW’s hard copy signature on the RH-47 within 30 calendar days of the start of plan services.

 

B.    Amended Job Retention Plan

1.    The VRCM shall complete an amended job retention plan using the RH-47 when it is determined that additional services are necessary.

2.    The VRCM shall submit an amended job retention plan to the MCO so that it is received by the DMC within three business days prior to the end of the previous plan.

 

C.   Progress Reports

1.    At least every 30 calendar days of plan participation, the VRCM shall submit either:

a.    A progress report using the Vocational Rehabilitation Progress Report (RH-46); or

b.    An RH-47, if the plan or services have been amended (see above for RH-47 submission requirements).

2.    When submitting the RH-46, the VRCM shall:

a.    Hard copy sign the RH-46; and

b.    Ensure that it is received by the MCO no later than five business days from the end of the 30-day reporting period.
