Training Center Registration Policy

Background
The Bureau of Workers’ Compensation,
Division of Safety and Hygiene Training Center (Training Center) offers adult
continuing education programs that specialize in occupational safety and
health. Educational services, courses, seminars and workshops (classes),
provide basic and advance training to novice and experienced safety and health
professionals to help reduce workplace injuries and illnesses. Classes
are available on an open enrollment basis through registration to eligible Ohio
employers and employees.
Ohio employers maintaining active Bureau
of Workers’ Compensation (BWC) coverage are not charged for attendance at
Training Center classes. Tuition costs are prepaid through employer’s
workers' compensation premium. Authorized individuals meeting the
exemption criteria (Students, Federal Employees, and Unemployed Workers) may
attend classes tuition free. Employers that do not have active BWC
coverage (i.e. out of state employers) will be charged tuition to attend
Training Center classes. The Training Center Registration Policy reflects
BWC's fiduciary responsibility as steward of the State Insurance Fund.
Purpose/Benefit
The purpose of the policy is to explain
the Training Center’s eligibility requirements, methods of registering, class
cancellation and the billing and tuition collection administrative
process. The benefits of the policy are to:

Facilitate
understanding class enrollment and cancellation
·
Ensure
fair share payment for attending class
·
Maintain
financial accountability of tuition
Policy
The Training Center Registration Policy
applies to everyone registering for enrollment in classes sponsored by the
Bureau of Workers’ Compensation, Division of Safety and Hygiene Training
Center.
Eligibility
for Enrollment
·
To
be eligible for tuition free enrollment in a Training Center class, an active
Ohio workers’ compensation policy number from the employing company must be
provided at the time of registration. The workers’ compensation policy
number may be obtained from the personnel manager or payroll department.
·
If
eligibility requirement is not met, usually out-of-state employer and employee,
registering for enrollment and attending classes are permitted by paying
tuition according to the tuition schedule.
·
An
out-of-state employer or employee that chooses to register will pay
tuition. In this situation, the employer or employee should register by
telephone through the Division of Safety and Hygiene’s Contact Center.
The registrant informs the Contact Center Representative (CCR) that the
employing company has no active Ohio workers’ compensation policy. The
CCR will complete a registration form for each class and fax the form to the
registrant for the registrant’s signature. The CCR also advises that
payment needs to be collected any time prior to attending the class or the day
of attending the class.

Exemptions:
The following are authorized tuition free enrollment.

Students
living in Ohio – introducing and promoting early learning in safety and health
for existing or future employment
·
Federal
employees – reciprocating agreement of tuition free attendance
·
Unemployed
and residing in Ohio – continuing education opportunities for future employment
Billing
and Collection
·
BWC’s
Division of Safety and Hygiene (DSH) administers tuition billing and
collection. Tuition payment shall be made payable by MasterCard®, VISA ®,
American Express ® , check or money order to the Ohio BWC Division of Safety
and Hygiene.
·
DSH
will process the credit card, check or money order payment when the student
completes the class. Students need to write the course title on check or
money order if this is the method of payment. Mail the payment at least
one week prior to class to:

Attention:

Center Cancelling Class
·
The
Training Center reserves the right to cancel any training class prior to the
scheduled date due to low enrollment or any other unforeseen
circumstance. All enrolled students will be notified by telephone or
email when the class is cancelled.
·
In
the event a Level 2 or Level 3 weather emergency is declared in the county
where a class is being held, the class will be rescheduled. All enrolled
students will be notified by telephone or email when a class has been
rescheduled.
Student’s
Advance Notice of Cancelling Class
·
DSH
incurs a cost for each expected student whether or not that student shows up
for the class. If a student cannot attend a class, cancel enrollment as
soon as possible. Cancellation often allows others on a wait list to

Scenarios
Scenario 1 - State Fund Employer
with Active Coverage
An official from an
auto parts manufacturer called the Contact Center to register two employees for
the Applied Ergonomic class. The Contact Center Representative (CCR)
asked the official for a workers’ compensation policy number. The
official provided a policy number. CCR keyed the policy number into
Learning Management System (LMS) which indicated active policy status.
The CCR registered the employees for the class.
Scenario 2 - State Fund Employer
with Lapsed Coverage
The owner of a small
roofing company called the Contact Center to register for a Fall Hazards in
Construction and Maintenance class. Contact Center Representative (CCR)
asked the owner for a workers’ compensation policy number. The owner
provided a policy number. CCR keyed the policy number into Learning
Management System (LMS) which indicated lapse coverage status. Workers’ Compensation
Insurance System (WCIS) research confirmed lapsed coverage. CCR verified
the company name and address as shown on the WCIS screen with the owner.
CCR told the
owner that BWC records showed the company’s workers’ compensation coverage had
lapsed. It was explained that the cost of Training Center classes were
paid by workers’ compensation premiums. CCR further informed the owner
that Ohio law required all Ohio employers with an employee or employees to have
workers’ compensation coverage. The owner agreed to assistance for
reinstating coverage. CCR advised the owner that class registration and
attendance will be allowed after coverage was reinstated. The CCR
transferred the owner to Employer Contact Center to resolve lapsed coverage.
Scenario 3 - State Fund Employer
with Reinstated Coverage
The owner of a small
roofing company called the Contact Center to register for a Fall Hazards in
Construction and Maintenance class. Contact Center Representative (CCR)
asked the owner for a workers’ compensation policy number. The owner
provided a policy number. CCR keyed the policy number into Learning
Management System (LMS) which indicated lapse coverage status. Workers’
Compensation Insurance System (WCIS) research showed the policy had been reinstated.
CCR updated LMS to reflect reinstated coverage and registered the owner for the
class.
Scenario 4 - Self Insured
Employer
A company official
from a self-insured paper manufacturer called the Contact Center and asked for
the cost of sending three employees to the Training Center for Effective Safety
Teams and Job Safety Analysis. The official explained that corporate
office was located in Ohio and there were two out-of-state divisions, one in
North Carolina and one in New Jersey. An employee from each location
would take classes. Contact Center Representative (CCR) asked for the
company’s workers’ compensation policy number. The official provided the
number.
CCR keyed the
policy number into the Learning Management System (LMS) which indicated active
policy status. CCR informed the official that employees may attend at no
additional cost because the classes were prepaid by
an administrative assessment charged
self insured employers. CCR further explained that out-of-state employees
were permitted to attend since those divisions in North Carolina and New Jersey
were affiliated with the Ohio operation. CCR registered the employees.
Scenario 5 - College Student
Living in Ohio
A college student
living in Ohio called the Contact Center to determine the cost of going to
Accident Analysis and First Aid in the Workplace classes and how to register
for those classes. CCR informed the student that students living in Ohio
were permitted to attend the Training Center at no cost. The Training
Center’s intent of student tuition free attendance was to introduce and promote
early learning in safety and health for existing or future employment.
The CCR gathered pertinent information and completed registration.
Scenario 6 - Unemployed
Individual Living in Ohio
An unemployed
individual living in Ohio was referred to the Contact Center for safety and
health training. The individual desired to gain safety and health
knowledge for possible future use. The unemployed individual questioned
the cost of classes. Contact Center Representative (CCR) advised that the
unemployed may attend tuition free training classes because the classes
supported continuing education opportunities for future employment. CCR
discovered from the individual an interest in basic safety classes as a
starting point. The CCR suggested three basic classes. The
individual agreed and completed registration.
Scenario 7 – Federal Employees
Two employees from a
federal agency wanted to attend Understanding and Protecting Your
Hispanic/Latino Workforce and Scaffolding Safety classes. The Contact
Center Representative (CCR) gathered information and completed registrations
because a reciprocating agreement of tuition free class attendance exists
between federal agencies and the Training Center.
Scenario 8 - Out-of-State
Employer
An Indiana
telemarketing company with 27 employees called the Contact Center to register
two employees for the Basic Ergonomics class. The Contact Center
Representative (CCR) asked for an Ohio workers’ compensation policy number.
The company official stated that no Ohio workers’ compensation policy existed
because it was a new company located in Indiana. CCR explained that
tuition will be charged since the company did not pay into the State Insurance
Fund. The official agreed to pay tuition and the CCR completed class
registrations.
Instructions
on using the BWC Learning Center to enroll in and cancel a class
For maximum
visibility
in the BWC Learning Center, change the size of your screen display, as follows:

From
the Start icon, select Control Panel.
·
Select
Display, then the “Settings” tab.
·
In
the "Screen Area," move the gauge to 1024 x 768 pixels.
To enroll in a
class:

Go
to http://www.bwclearningcenter.com
·
Click
on Learning Center.
·
Click
on Search.
·
Search
by keyword, entering a word(s) that is closely related to the desired
course. Click Search.
·
Locate
the desired course and click on the information icon.
·
In
the lower right section of the screen, locate the date/location
of your choice. Click Enroll.
·
If
you have given an e-mail address, you will receive an
e-mail confirming your enrollment. If you have no e-mail address, you
will receive a fax or letter.
·
If
you have given an e-mail address, you will receive a
second e-mail asking if you want to add this date to your Microsoft Outlook
calendar.
·
Once
you are enrolled, you can view your list of selected
classes (and cancel, if needed) in the Personal Learning Center, which is
located on the left side of the home page.

Contact Center if assistance is needed.

On
the left side of the home page, click on Personal Learning Center.

Locate
the class. Click on Cancel.
·
You
will receive an e-mail confirming your cancellation.
